USPS Legislative Briefing-02.15.11

USPS held a legislative briefing on Tuesday, February 15, 2011 with the presidents of
NAPS, NAPUS and the League of Postmasters as well as our respective legislative staffs.
Attending the meeting for the USPS were PMG Pat Donahoe, CFO Joseph Corbett and
VP for Government Relations Marie Therese Dominguez.

Items discussed during the briefing were President Obama’s Fiscal Year 2012 Budget
Proposal, the USPS 5-Year Plan and a new legislative package that USPS has already
shared with Senators Tom Carper and Susan Collins. While the president’s budget would
give USPS access to $550 million in FERS pension overpayments in 2011 (the CSRS
overpayment was not addressed), USPS does not feel that this temporary financial relief
is enough to return them to prosperity without additional aggressive actions being taken.
To that end they are still advocating a reduction in delivery frequency as a necessity.
Their legislative package also includes amendments to make it easier for the USPS to
close post offices while denying the affected communities the right of appeal to the Postal
Regulatory Commission.
