Issa issues draft of Postal Reform proposal

Rep. Darrell Issa (R-CA), Chairman of the House Committee on Oversight and Government Reform released a draft outline on a Postal Reform measure. Mr. Issa has not formally introduced the measure, but posted it on the Committee website to engage in an initial discussion of his proposal with the postal community. According to the Committee: the major talking points of the legislation include allowing the Postal Service to shift to a Modified Saturday Delivery Schedule, using an actuarial calculation in determining the pre-funding of Retiree Health Care Benefits, phasing out of certain rate structures, enabling the Postal Service to persue new revenue streams and using surpluses in pension accounts to address other employee benefit costs.
